This seems to apply only if you want to distribute Blitz++ source code. So
if you had an application that uses Blitz++, and you needed to include
Blitz++ source code so that customers could compile things at their site,
then you would fall under this restriction.

If, on the other hand, you have a "closed source" application, then these
two later clauses apply:

5. You may distribute programs which use this Library
in object code or executable form without restriction.

6. Any object code generated as a result of using this Library
does not fall under the copyright of this Library, but
belongs to whomever generated it, and may be sold commercially.

If you want the best of both worlds, you might distribute your expensive
application on one CD, and make a collection of Blitz++ and other open
source software on a second CD, for which you would charge a nominal fee.
