CVS is a program for source code control. It's pretty much the de facto
standard for tracking source in the free software world. It pays to
become somewhat familiar with it.
You can download a GUI Windows version here: http://www.wincvs.org/
(Disclaimer: I have never used this particular version). Alternatively,
if you're using cygwin and friends (unix tools for windows), it has a
command line cvs client.
Then, on Blitz++'s website, there should be a description of where the
repository is, where you can then update your source from.
(However, then you get to deal with the pain of compiling it yourself...)
