Blitz is a general C++ array class library with support for F90-style
array syntax and efficient evaluation of array expressions. GSL is a
collection of numerical algorithms (written in C?) that address a wide
range of scientific computations. For the most part, blitz does not
provide any canned numerical algorithms. You have to write the
algorithms yourself using the Array objects and expressions. You could
use blitz Arrays in conjunction with GSL by using the data() method to
get a pointer to the Array data and passing it to GSL routines.

At one point, I was hoping to initiate a collection of numerical
algorithms along the lines of GSL but implemented directly with blitz
Arrays. This is still a long-term goal, but I do not currently have the
significant spare time needed to organize such an effort.
