Sounds like a job for GNU Octave:

The main author of this package (John W. Eaton) is on the list. He helped
get autoconf working with Blitz++, and is possibly interested in using Blitz++
in Octave. If this happened, interacting with Blitz++ applications from
Octave could be easy.
