This is an aspect of a weakness of the current GPL that rms has
noted. It suffices to provide references to the source of the
other tools, and that should be clarified in the next version.
Specifically, GNU software for Windows (e.g. Cygwin) does _not_
all include the compiler. A simple reference to
http://sourceware.cygnus.com/cygwin/ should suffice. The GPL was
written before networking was as all-reaching as it now is.

IIRC, one point behind GPLing Blitz++ is that if someone wants to
produce non-GPLed software with it, they'll need a special license
from the copyright holder, aka Todd. That'll cost dearly, I'm sure. ;)
The Cygwin tools are under GPL for similar reasons. Check
http://sourceware.cygnus.com/cygwin/licensing.html for the way they
phrase it.
