BZDEV: Feature request: slice(rank, position)

I'd like to request a feature: a member function which would produce a
slice at a given
location orthogonal to a given rank. I.e.
A.slice(secondDim, 10) would be equivalent to
A(Range::all(), 10, Range::all(), ... )
