Not us. It would cost a minimum of $100,000 of development costs to even
start to take advantage of valarray. The market isn't there to support
that sort of effort. We can invest the same effort in other aspects
of the compiler and improve our product for a much wider audience.
E.g., better alias analysis benefits almost everyone.
 
I strongly recommend the template metaprogramming techniques (e.g. PETE,
Blitz) for those interested in squeezing out the last iota of performance.

Compiler are not limited by computing theory so much as economic reality.
